		<description>Capital One offers no such program for repayment of your balance at a lowered interest rate and elimination of fees.  They offer you a chance to pay your past-due amount so that you can get current.  They are rude and unsympathetic. I am paying off other cards at 4 % - 7 % rates!</description>
